Websites where more than 33⅓% of content is harmful to minors must implement age verification using government-issued ID or commercial verification systems that rely on transactional data.

Commercial entities that knowingly fail to verify users are 18 or older face civil penalties of up to $5,000 per day of violation, plus an additional $10,000 per violation for knowing failures.

The Attorney General may investigate violations and bring civil actions, but must provide entities at least 30 days to comply before initiating legal proceedings.

All civil penalties collected are deposited into a newly created Cyber Exploitation of Children Fund, dedicated exclusively to investigating cybercrimes involving child exploitation.

Internet service providers, search engines, and cloud service providers are exempt when merely providing access to content they did not create; news organizations are also exempt.
