Expands the definition of "first responder" to include coroners for purposes of mental health insurance benefits under the Counties Code and Illinois Municipal Code

Requires self-insured counties and municipalities to provide mental health counseling coverage for coroners without deductibles, copayments, coinsurance, or other cost-sharing requirements

Adds coroners to the existing list of first responders eligible for no-cost mental health coverage, which already includes police officers, corrections officers, deputy sheriffs, firefighters, EMS personnel, emergency dispatchers, and public safety telecommunicators

Mental health counseling covered under this provision must be provided by a clinical social worker, professional counselor, or licensed psychologist
