Expands Illinois Transportation Network Providers Act to cover delivery services for goods from retail stores, warehouses, fulfillment centers, and restaurants, in addition to passenger rideshare services

Changes terminology throughout the Act from "passenger" to "customer" to encompass both riders and recipients of delivered goods

Defines TNC services to include delivery of groceries, retail items, prepared food, and packages, while explicitly excluding freight transportation, commercial trucking, and services provided by employees rather than independent contractors

Extends insurance coverage requirements to delivery operations, with $1,000,000 liability coverage applying from when a driver accepts a delivery request until the goods are delivered

Removes the scheduled September 1, 2028 repeal date of the Transportation Network Providers Act, making it permanent
