Establishes the Natural Resource Restoration Trust Grant Program within the Illinois Department of Natural Resources to fund restoration or replacement of injured or damaged natural resources resulting from pollution events

Eligible grant applicants include units of local government, soil and water conservation districts, regional planning agencies, nonprofit organizations, higher education institutions, port authorities, and federally recognized tribes

Grants must comply with the stated fund purposes, applicable court orders, and criteria established through administrative rules

Entities responsible for the pollution event that is the basis for a grant are prohibited from receiving grant funding

Effective date is January 1, 2027
