School boards must adopt and implement a wireless communication device policy by the 2027-2028 school year that limits student use of cell phones, tablets, laptops, gaming devices, and smartwatches during instructional time "to the greatest extent possible."

Instructional time is defined as time spent learning and participating in school activities, excluding recess, passing time, and lunch time.

Policies must be developed in consultation with a parent-teacher advisory committee composed of equal parts teachers and parents, with meetings open to the public.

Exceptions are required for devices prescribed by a physician for health purposes, devices required under an IEP or Section 504 plan, emergency situations, and school-authorized educational use.

School boards must review and revise policies at least every 3 years in consultation with the advisory committee, and must post policies on district websites or distribute copies to parents.
