Department of Financial and Professional Regulation must conduct a study on lending practices and borrower outcomes in Sangamon County, analyzing data on interest rates, loan sizes, default rates, borrower income levels, and geographic distribution by zip code and census tract.

Department of Transportation must conduct a countywide transit equity analysis in Sangamon County, evaluating service coverage gaps for low-income, east-side, and rural residents, as well as accessibility of transit infrastructure and language-access equity.

Illinois Housing Development Authority must conduct a housing and community revitalization study identifying historically disinvested neighborhoods, assessing affordable housing stock, vacancy rates, and ownership disparities by race and income.

Final reports for all three studies are due to the Governor and General Assembly by December 31, 2028, with all reports made publicly available electronically.

All provisions establishing these studies automatically repeal on December 31, 2029.
