Prohibits hospitals from denying financial assistance, discounts, or other protections based on a patient's citizenship, immigration status, or assets

Grants patients at least 90 days to appeal denials of financial assistance and requires all hospital bills and collection notices to include information about financial assistance availability in the patient's preferred language

Establishes that when hospitals outsource on-site health care services to third parties, patients must retain all screening, billing, and collection protections under the Act

Removes the requirement for uninsured patients to first apply for public health insurance programs before receiving hospital discounts
