Prohibits platforms from providing "addictive feeds" (algorithmically personalized content) to minors without verified parental consent, and bans notifications about such feeds between 12 a.m. and 6 a.m.

Requires parental approval for all new account connections for users under 13 and for all financial transactions involving any minor's account, with mechanisms for parents to view connection lists and transaction history
