Mandates the Illinois Toll Highway Authority to build at least 4 fast charging ports (150 kW) by 2027, expand to 8 ports by 2029, and 16 ports by 2031

Establishes biennial reporting requirements through the Illinois Commerce Commission for large vehicle fleets beginning in 2027

Allows tenants and condominium owners to install Level 1, Low Power Level 2, or Level 2 electric vehicle charging systems at their own expense, subject to reasonable restrictions

Permits local governments to grant exceptions to EV-ready building requirements if utility upgrades would materially increase construction costs, while maintaining minimum EV-capable space requirements
