Prohibits LIDAR equipment manufactured by companies domiciled in China, Russia, Iran, North Korea, Cuba, or other designated countries of concern from being used in Illinois state infrastructure.

Requires removal and replacement of all prohibited LIDAR equipment from existing state infrastructure within 90 days of the Act's effective date.

Allows agencies, private entities, and political subdivisions to request reimbursement from the State Comptroller for the original purchase price of prohibited LIDAR equipment if submitted within 90 days.

Bans state and local government procurement of LIDAR equipment from countries of concern, including equipment with critical components manufactured in those countries.

Requires autonomous vehicles registered in Illinois to exclude LIDAR systems from prohibited manufacturers as a condition of certification, licensing, or regulatory approval.
