IL SB3990

Prohibits Illinois government agencies from purchasing, acquiring, or using drones manufactured by companies domiciled in or controlled by "countries of concern" including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria

Establishes a three-tier classification system for government drones based on data capabilities: Tier 1 (no data transmission), Tier 2 (flight control data only), and Tier 3 (visual and auditory data collection), with increasingly strict security requirements for each tier

Requires the Department of Transportation to identify sensitive locations (military installations, power stations, critical infrastructure) and mandates flight-mapping software providers to geofence these areas to prevent unauthorized drone flights

Creates a Class A misdemeanor for flying drones over sensitive locations without authorization or for software providers that fail to prevent such flights by non-law enforcement users

Establishes the Unmanned Aerial Systems Security Reimbursement Fund to reimburse government agencies for replacing non-compliant drones owned as of January 1, 2026, effective January 1, 2027
