Creates the Pacific Conflict Stress Test Act requiring the Governor to produce an annual State risk assessment covering threats to state security, economic security, and public health, published the day before the Governor's annual address to the General Assembly.

Requires the Auditor General to audit all critical procurements from State supply chains within 180 days, identifying items produced by foreign adversaries or at risk of disruption during a Pacific conflict, and recommending alternative sourcing.

Establishes a Select Committee on Pacific Conflict with 9 members appointed by the Governor and legislative leaders, including directors from Commerce, Illinois State Police, Emergency Management, and the Adjutant General, authorized for an initial 3-year period.

Mandates the Auditor General audit all State-managed funds within 180 days to identify investments at risk of seizure by foreign adversaries, investments in foreign adversary arms industries or state-owned enterprises, and recommend divestment strategies.

Requires appointment of a Director within 30 days to lead a study on adversarial threats to State assets and critical infrastructure, with the Select Committee meeting quarterly and submitting annual reports to the General Assembly 30 days before the Governor's address.
