Prohibits foreign principals from China, Russia, Iran, North Korea, Cuba, and Syria from owning or acquiring more than 25% interest in Illinois agricultural land, with existing holdings requiring divestiture within 180 days.

Bans foreign adversaries from purchasing, leasing, or controlling any property within 25 miles of military installations or National Guard facilities in Illinois.

Restricts foreign adversary access to state critical infrastructure—including energy systems, water supplies, telecommunications, and transportation—unless approved by the Illinois Emergency Management Agency.

Voids existing contracts, deeds, and agreements that conflict with these restrictions, with the Attorney General authorized to pursue judicial foreclosure for non-compliant properties.

Establishes a whistleblower reward of 30% of sale proceeds for individuals who report violations leading to forced divestiture, effective July 1, 2026.
