Creates the Substitute Teacher Background Check Task Force to research and identify ways to expedite background checks and establish reciprocity for licensed substitute teachers across Regional Offices of Education jurisdictions

Aims to eliminate the requirement for substitute teachers to complete multiple background checks when working in different school districts across the state

Task Force must submit findings in a report to the State Board of Education and General Assembly by October 31, 2026

Task Force will dissolve upon submission of its report

Bill takes effect immediately upon becoming law
