IL SB4011

Creates the Abortion Access Fund as a special fund in the State treasury and establishes a grant program administered by the Department of Public Health to support abortion care services throughout Illinois

Grants may only fund abortion services for uninsured or underinsured patients where federal funding is prohibited (such as under the Hyde Amendment)

Requires health insurance issuers offering qualified health plans through the Illinois Health Benefits Exchange to report annually to the Department of Insurance on their separate allocation accounts for abortion services, beginning March 1, 2027

Mandates that when premiums collected for abortion services exceed claims paid during a plan year, 90% of the excess plus accrued interest must be transferred to the Abortion Access Fund

Prohibits the Department from disclosing identifying information about grant applicants, recipients, or individual healthcare practitioners providing abortion services under the program
