Ends school district recomputation and adjustment of general State aid or evidence-based funding claims after Fiscal Year 2026, including the $25 million annual cap on combined adjustments under Sections 2-3.33 and 2-3.84.

Requires separate public day schools serving children with disabilities from orphanages, foster homes, children's homes, or State residential units to meet programmatic requirements and regulations for separate public day schools beginning with the 2026-2027 school year.

Allows Illinois Teaching Excellence Program funds to be used for indirect costs necessary for program operation.

Changes National Board certified teacher retention bonuses from a fixed $4,000 to "up to $4,000" per year for 2 consecutive years, and requires funds be disbursed equally among all qualified educators rather than on a first-come, first-served basis.
