Amends the Uniform Electronic Transactions Act to require all Illinois state governmental agencies to accept and use electronic records and electronic signatures, removing previous language that made this optional.

Exempts the State Board of Elections from the requirement to accept electronic records and signatures.

Authorizes the Secretary of State and Department of Innovation and Technology to adopt rules establishing minimum requirements for electronic record formats, signature methods, and security procedures.

Allows agencies to specify technical requirements including manner and format of electronic records, how electronic signatures must be affixed, and control processes for security, confidentiality, and auditability.
