Amends the Environmental Protection Act to allow community water supply owners/operators to notify building occupants about lead service lines through an additional State-approved method beyond the existing written notice requirements

Exempts community water supplies that perform at least 4,000 lead service line replacements per year or exceed the statutory replacement rate from the prohibition on partial lead service line replacements

Requires property owners in municipalities with populations exceeding 1,000,000 (Chicago) to grant community water supply access for lead service line replacement on private property if the building is renter-occupied, used as a day care, or is a multi-dwelling building

Illinois has an estimated 680,000+ lead-based service lines still in operation, according to the Illinois EPA's 2018 Service Line Material Inventory
