Requires the Illinois Commerce Commission to initiate and complete a rulemaking proceeding within 180 days to revise interconnection rules (83 Ill. Adm. Code 466 and 467) addressing barriers to timely and cost-effective grid connections for distributed generation facilities.

Applies to distributed generation facilities with nameplate capacity between 40 kilowatts and 2 megawatts, including stand-alone solar photovoltaic systems, battery energy storage, hybrid gas-electric systems, and renewable natural gas integrations.

Mandates coordination with the Commission's "Future of Gas" proceeding (Docket No. 24-0158) to ensure compatibility with gas decarbonization pathways and prioritize market-driven distributed resources that enhance reliability and affordability.

Requires revised interconnection rules to take effect no later than July 1, 2026.

Amends Section 16-108 of the Public Utilities Act concerning recovery of costs associated with delivery services.
