Amends the Illinois Power Agency Act to update terminology from "community renewable generation project" to "photovoltaic community renewable generation project" throughout provisions concerning colocation of solar projects

Requires project labor agreements for new construction of facilities related to community-driven community solar projects

Removes the prevailing wage exemption for multi-family residential buildings with aggregate geothermal system tonnage of 29 tons or less, including colocated projects, when a renewable energy credit delivery contract is signed

Directs the Department of Corrections and Department of Commerce and Economic Opportunity to jointly develop recruitment activities for the Illinois Climate Works Preapprenticeship Program, including sharing contact information of consenting individuals preparing for release from correctional facilities with community-based providers
