Creates the O'Hare Sound Mitigation Grant Program Act, requiring the Illinois Department of Transportation Division of Aeronautics to establish and administer grants for soundproofing residential homes near O'Hare International Airport

Grants must be used for updating windows, doors, and other soundproofing applications to reduce aircraft noise in eligible homes

Eligible homes must be located within 20 miles of the edge of O'Hare International Airport

Homes must have been built before October 1, 1998 to qualify for the program

Homeowners must have recorded a sound intensity of 55 decibels or more inside the home when an airplane flies over the structure
