Restructures the Illinois Law Enforcement Training Standards Board's authority to establish basic curriculum for law enforcement officers, county correctional officers, and court security officers

Requires probationary law enforcement officer training to cover foundations of law enforcement, human behaviors, investigations, criminal law fundamentals, patrol operations, officer tactics, and officer wellness

Mandates 30 hours of in-service training every 3 years for law enforcement officers, with rules and minimum standards to be adopted by the Board

Requires annual completion of training in law updates, firearm requalification, and officer wellness and mental health for all law enforcement officers

Establishes certification requirements for court security officers, including completion of Board-approved training or demonstration of extensive prior law enforcement experience
