Authorizes the Illinois Emergency Management Agency and Office of Homeland Security to make grants to small businesses for security improvements to prevent, prepare for, or respond to threats, attacks, or acts of terrorism

Creates the IEMA At-Risk Small Business Security Grant Fund in the State treasury to fund grants for target hardening activities, security personnel, and physical security enhancements

Eligible uses include target hardening activities, hiring security personnel, physical security enhancements, and administrative expenses for the grant program

Excludes entities whose primary purpose is to provide medical or mental health services from receiving grants under this program
