Beginning January 1, 2027, counties and municipalities cannot prohibit residential buildings from having a single stairway exit if the building meets specific safety requirements.

Qualifying buildings must be no more than 6 stories above grade plane and have no more than 4 dwelling units per floor.

Required safety features include automatic sprinkler systems in the exit stairway, self-closing devices on all exit doors, smoke detection in common areas and units, and emergency escape openings in each unit.

Amends both the Counties Code (55 ILCS 5/5-1063.3) and the Illinois Municipal Code (65 ILCS 5/1-2-3.2).

Limits home rule powers, preventing local governments from adopting building codes inconsistent with these provisions.
