Beginning January 1, 2027, Illinois municipalities cannot require more than 0.5 parking spaces per multifamily dwelling unit or more than one parking space per single-family home

Municipalities are prohibited from establishing any minimum parking requirements for residential dwellings under 1,500 square feet, affordable housing projects, assisted living establishments, ground-level commercial spaces in mixed-use buildings, and buildings converting from nonresidential to residential use

Municipalities may adopt stricter maximum parking limits, and developers may still voluntarily build additional private parking beyond the minimums

The bill limits home rule powers, preventing municipalities from enacting parking regulations inconsistent with these state requirements
