Appropriates $2,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Chicago Metropolitan Agency for Planning for operational expenses.

Appropriates $12,446,600 from the Illinois Forestry Development Fund to the Department of Natural Resources for the Urban and Community Forestry Program under the federal Inflation Reduction Act of 2022.

Appropriates $10,000,000 from the General Revenue Fund to the Department of Corrections for electronic healthcare records expenditures, and $10,000,000 to the Department of Human Services for the DHS State Projects Fund.

Appropriates $100,000,000 from the Rural Healthcare Transformation Fund to the Department of Healthcare and Family Services for the Rural Health Transformation Program, and increases Hospital Provider Fund appropriations by $600,000,000 and County Provider Trust Fund appropriations by $600,000,000.

Transfers healthcare access grants totaling approximately $9.6 million for 16 named organizations (including Cook County Health, VNA Healthcare, and Erie Family Health) from the Department of Human Services to the Department of Public Health, and adds a $1,000,000 grant to the American Lung Association.
