Appropriates $8.64 billion total for the Illinois Department of Central Management Services for fiscal year 2027 (beginning July 1, 2026), with $2.88 billion from General Funds and $5.76 billion from Other State Funds.

Allocates $2.80 billion from the General Revenue Fund and $4.80 billion from the Health Insurance Reserve Fund for state employee group insurance, including health and life coverage under the State Employees Group Insurance Act of 1971.

Provides $140 million from the Workers' Compensation Revolving Fund for administrative costs and claims for state agency and university employees.

Designates $315 million from the Facilities Management Revolving Fund for facilities management operations and $84.6 million from the State Garage Revolving Fund for state garage services.

Appropriates $34.8 million for converting the state vehicle fleet to zero-emission electric vehicles, including vehicle purchases, charging infrastructure, and employee training.
