Appropriates $2.51 billion total for the Illinois Department of Children and Family Services for fiscal year 2027 (beginning July 1, 2026), comprising $1.67 billion from General Funds, $826.5 million from Other State Funds, and $15.8 million from Federal Funds

Allocates $573.4 million from General Revenue Fund for agency-wide operations including $423.8 million for personal services, $57.3 million for electronic data processing, and $44.5 million for contractual services

Provides $997.5 million in General Revenue Fund grants-in-aid for child care services, including $395.1 million for foster homes and specialized foster care, $288 million for institution and group home care, and $198.8 million for adoption and guardianship services

Reappropriates up to $100 million from the Build Illinois Bond Fund for Level of Care Support Services grants and administrative expenses, subject to Governor's written approval

Appropriates $30 million from the DCFS Special Purposes Trust Fund for Level of Care Support Services grants and administrative expenses
