Appropriates $3.83 billion total for the Illinois Department of Commerce and Economic Opportunity (DCEO) for fiscal year 2027 (July 1, 2026 - June 30, 2027), comprising $91 million from General Funds, $2.16 billion from Other State Funds, and $1.59 billion from Federal Funds.

Allocates $76 million from the Cannabis Business Development Fund for administrative costs, awards, loans, and grants for cannabis business development programs.

Provides $325 million from the Federal Workforce Training Fund for grants and expenses associated with the Workforce Innovation and Opportunity Act and other workforce training programs.

Appropriates $312 million from the State Small Business Credit Initiative Fund for contracts, grants, loans, investments, and administrative expenses for small business credit and development programs.

Funds tourism programs totaling over $78 million, including $44 million for domestic and international tourism advertising, $22 million for convention and tourism bureau grants, and $4 million for the International Tourism Program.
