Appropriates $10.6 billion total for the Illinois Department of Human Services for fiscal year 2027 (July 1, 2026 - June 30, 2027), comprising $6.94 billion from General Funds, $1.66 billion from Other State Funds, and $2.01 billion from Federal Funds.

Allocates $1.21 billion from General Revenue for the Home Services Program providing in-home care for disabled individuals, plus $271 million from the Home Services Medicaid Trust Fund.

Provides $337.5 million for income assistance programs including $219.9 million for Temporary Assistance for Needy Families (TANF), $37.6 million for Illinois Welcoming Centers, $38 million for Immigrant Integration Services, and $35.5 million for Aid to Aged, Blind or Disabled.

Funds $109.2 million from the Old Age Survivors Insurance Fund for the Bureau of Disability Determination Services, covering personnel, equipment, and operational costs.

Includes $25 million each for Access to Justice Program grants (split between West Side Justice Center and Resurrection Project), $50 million for Mental Health and Developmental Disabilities Special Projects, and $20 million for state facility repairs and maintenance.
