Appropriates $3,298,355,000 from the State Lottery Fund for the Illinois Department of the Lottery's ordinary and contingent expenses for fiscal year 2027 (beginning July 1, 2026)

Allocates $3,000,000,000 for payment of prizes to winning lottery ticket holders, including Multi-State Lottery games and promotional/incentive prizes

Provides $272,550,000 for developing and promoting lottery games

Includes $7,100,000 for personal services, $3,100,000 for State Employees' Retirement System contributions, and $2,650,000 for group insurance

Designates additional operational funds including $6,000,000 for contractual services, $5,130,000 for electronic data processing, and $350,000 for telecommunications services
