Allocates $11,800,000 for Lincoln's Challenge program ($3,200,000 from General Revenue Fund and $8,600,000 from Federal Support Agreement Revolving Fund)

Provides $20,000,000 from the Federal Support Agreement Revolving Fund for Army National Guard facilities operations and maintenance

Appropriates $5,000,000 from the Illinois Military Family Relief Fund for grants to Illinois National Guard members, armed forces members, and their families who meet eligibility requirements

Includes $127,000 for care and preservation of historic artifacts and $100,000 for military justice expenses under the Illinois Code of Military Justice
