Appropriates $5.775 billion total for Illinois Department of Transportation ordinary and contingent expenses for fiscal year 2027 (beginning July 1, 2026), including $5.76 billion from Other State Funds and $14.9 million from Federal Funds.

Allocates $595.9 million for personal services across nine regional districts, with District 1 receiving the largest share at $152.8 million and District 8 at $55.8 million.

Provides $278.7 million for State Employees' Retirement System contributions and $47.4 million for Social Security contributions.

Includes $10 million for consultant services to assist with transitioning from the Regional Transportation Authority to the Northern Illinois Transit Authority.

Funds various highway programs including $11.3 million for the IDOT Intelligent Transportation Systems (ITS) Program, $5.5 million for highway safety media campaigns, and $6.5 million for the STARCOM radio communications program.
