Appropriates $258,162,746 total for the Illinois Department of Veterans Affairs for fiscal year 2027 (beginning July 1, 2026), consisting of $123,805,089 from General Funds, $131,666,257 from Other State Funds, and $2,691,400 from Federal Funds.

Funds operations at five Illinois Veterans Homes: Quincy ($83.7 million total), Manteno ($64.8 million total), LaSalle ($33.0 million total), Chicago ($25.6 million total), and Anna ($14.2 million total).

Allocates $3.5 million for scholarships to dependents of POWs, MIA personnel, or veterans killed or permanently disabled, plus $500,000 for educational opportunities for children of certain veterans.

Provides $2 million from the Illinois Veterans Assistance Fund for grants and services addressing PTSD, homelessness, health insurance costs, disability benefits, and long-term care for veterans.

Includes $1.17 million for a homeless veterans program at the Manteno Veterans Home and $796,200 for the Veterans Accountability Unit.
