Appropriates a total of $88,662,601 to the Illinois Board of Higher Education for fiscal year 2027 (ending June 30, 2027), consisting of $60,637,601 from General Funds, $22,525,000 from Other State Funds, and $5,500,000 from Federal Funds.

Allocates $25,409,600 from the Education Assistance Fund to the Illinois Mathematics and Science Academy for operational expenses including personal services ($17,016,300), contractual services ($6,310,000), and equipment ($672,000).

Provides $7,000,000 for grants implementing the Mental Health Early Action on Campus Act and $6,000,000 for the Grow Your Own Teachers Program.

Funds nursing workforce initiatives with $1,500,000 for competitive grants to nursing schools and $800,000 for nurse educator fellowships to supplement faculty salaries.

Supports STEM diversity programs including $1,433,600 for the Creating Pathways and Access For Student Success Foundation and $2,500,000 for student retention programs addressing basic needs insecurity and homelessness prevention.
