Appropriates $926,242,700 total to the Illinois Student Assistance Commission for fiscal year 2027 (beginning July 1, 2026), comprising $832,071,600 from General Funds, $28,530,000 from Other State Funds, and $65,641,100 from Federal Funds.

Allocates $721,556,200 for the Monetary Award Program (MAP) grants to eligible students, with $221,556,200 from General Revenue Fund and $500,000,000 from Education Assistance Fund; administrative costs capped at 2% of MAP appropriation.

Provides $50,000,000 for the AIM HIGH program grants at public universities and $13,250,000 for Golden Apple Scholars programs ($10,750,000 for main program, $2,500,000 for Accelerators Program).

Funds workforce-related scholarships including $8,000,000 for Teachers of Illinois Scholarship Program, $7,000,000 for Prepare for Illinois' Future Program, $5,000,000 for UNCF scholarships, $4,000,000 for nursing education scholarships, and $2,000,000 for social worker scholarships and loan repayment.

Supports military and public service education benefits with $5,000,000 for Illinois Veterans' and National Guard Grants, $1,100,000 for children of police/firefighters killed in line of duty, and $7,500,000 for Community Behavioral Health Care Provider Loan Repayment Program.
