Appropriates and reappropriates capital project funds for the Department of Commerce and Economic Opportunity for fiscal year 2027 (beginning July 1, 2026), with costs to be reimbursed from tax-exempt bond proceeds.

Reappropriates $667,069 from the Build Illinois Bond Fund for various local grants including $150,000 for Hidden Lakes Shelter in Will County, $75,000 for Logan Square Eagle Monument improvements in Chicago, and $225,000 for Instituto Health Sciences Career Academy infrastructure.

Reappropriates funds for municipal infrastructure projects including $1,189,860 for Bluff Road reconstruction in DuPage Township, $500,000 for Oak Lawn senior citizen facility renovation, and $250,000 for Lockport's 8th Street pedestrian bridge replacement.

Provides grants for educational and community facilities including $269,786 for ADA compliance at Willowbrook High School, $137,733 for Joliet Junior College Mental Health and Wellness Office renovations, and $62,181 for DuSable Museum of African American History infrastructure.

Requires all expenditures under certain articles to receive written approval from the Governor before contracts are entered or obligations incurred.
