Designates October 8 as Reverend Jesse Jackson Day, a state holiday in Illinois to honor the civil rights leader, ordained Baptist minister, and long-time Chicago resident born on that date in 1941.

Adds Reverend Jesse Jackson Day to the list of official state holidays in the Election Code, Illinois Procurement Code, School Code, and Promissory Note and Bank Holiday Act.

When October 8 falls on a Sunday, the following Monday shall be observed as the holiday.

Teachers and school employees would not be required to work on this day, and banks may choose to remain closed.

Authorizes the Governor to annually issue a proclamation announcing the holiday and designate official commemorative events.
