Prohibits companies with any ownership stake by the People's Republic of China from bidding on Illinois state contracts for goods, services, computers, printers, or videoconferencing services.

Defines "company of concern" as any company in which the Chinese government has an ownership stake, including parent companies and subsidiaries.

Extends the prohibition to third-party procurement arrangements and local governments using state funds for covered equipment purchases.

Requires companies submitting bids or proposals to certify they are not a "company of concern."

Imposes penalties for false certification: civil penalty of twice the contract amount, mandatory contract termination, and permanent debarment from state contracting.
