Reaffirms the Illinois General Assembly's dedication to supporting small and midsize manufacturers, defined as those with under 500 employees, which comprise 75% of manufacturers in the state

Urges the small and midsize manufacturing industry and relevant stakeholders to form a task force to develop recommendations addressing the needs of these manufacturers

Directs the task force to draft comprehensive recommendations including potential legislative suggestions to improve and expand small and midsize manufacturing in Illinois

Requires the task force to present its findings and recommendations to the General Assembly to inform future legislative efforts
