HB 1013 Summary

• Establishes a five-member redistricting commission appointed by legislative leaders to create and recommend plans for Indiana state legislative and congressional districts, with the chair appointed by commission members or by the state supreme court chief justice if needed by March 15 of a redistricting year.

• Requires the commission to conduct public hearings in at least three regions (Northern, Central, and Southern Indiana) by June 30 of a redistricting year and submit recommendations to the general assembly by August 1.

• Sets redistricting standards requiring 100 House districts, 50 Senate districts, contiguous and compact districts with no more than 1% population deviation from ideal district size, and minimal division of county and city boundaries.

• Provides that if the Indiana Constitution does not require the general assembly to establish legislative districts, the commission's recommendations automatically become the official plans; if the Constitution does require legislative action, the general assembly must enact redistricting bills before October 1 of the redistricting year.

• Appropriates necessary funds from the state general fund to the legislative services agency to support the commission's operations and repeals current congressional redistricting law under IC 3-3.
