Expands the governor's commission on minority and women's business enterprises to set annual goals for contracts involving state real property and contracts using state funds for local government real property.

Requires the department of administration to direct contractors to demonstrate good faith effort in meeting minority and women's business enterprise participation goals using certified firm repositories.

Mandates the commission develop a statement for grant applications and agreements emphasizing the importance of using minority and women's business enterprises in fulfilling grant purposes.

Requires local government units receiving grants or contracts subject to the new goals to report planned and actual participation of minority and women's business enterprises to the deputy commissioner.

Takes effect July 1, 2010.
