Prohibits members of the general assembly, legislative candidates, general assembly officers and employees, and their immediate family members from accepting gifts from lobbyists, with violations classified as a Class B misdemeanor

Bars former state legislators who leave office after June 30, 2010 from registering as legislative branch lobbyists for two years after leaving the general assembly

Establishes individual contribution limits of $1,000 per candidate for state offices and $500 per candidate for legislative offices from corporations, labor organizations, and political action committees

Creates individual contribution limits of $1,000 per state office candidate and $500 per legislative office candidate from persons (excluding party committees and candidates' own committees)

Imposes civil penalties up to three times the excess contribution amount and criminal penalties (Class B misdemeanor) for violating the new contribution limits
