Requires the Division of Family Resources to establish a child care advisory committee specifically for child care ministries, in addition to existing committees for child care homes and centers

Mandates criminal history background checks for child care ministry applicants before registration can be completed

Sets caregiver age requirements: must be at least 17 and enrolled in high school, or at least 18 with a high school diploma; caregivers supervising children under 25 months must be at least 21 years old

Requires child care ministries to maintain the same child-to-staff ratios as licensed child care centers and homes, with a 50% reduction allowed when more than half the children are sleeping (except for children under 13 months)

Mandates written notification to the division within 5 calendar days of any child injury requiring medical attention or any child death occurring at the ministry or under caregiver supervision
