Requires the Indiana Department of Natural Resources director to make lifetime hunting, fishing, and trapping licenses available to Indiana residents, changing from permissive ("may issue") to mandatory ("shall make available")

Sets lifetime license fees as multiples of annual fees: basic fishing at 20x, basic hunting at 20x, comprehensive fishing at 30x, comprehensive hunting at 60x, and trapping at 20x the yearly license cost

Offers a combined comprehensive hunting and fishing license at 10% less than purchasing both separately

Provides fee reductions for applicants aged 50 and older, with discounts increasing by 2.5% for each year of age above 49
