• Classifies ephedrine and pseudoephedrine as schedule V controlled substances effective July 1, 2010.

• Removes requirements for retailers to maintain electronic or paper logs recording purchaser information (name, address, identification number) for sales of drugs containing ephedrine or pseudoephedrine.

• Eliminates the requirement that clerks initial or electronically record their identification on transaction logs for these sales.

• Repeals IC 5-2-6-20 and removes a provision requiring the Department of Homeland Security to establish and operate an electronic log system for tracking ephedrine and pseudoephedrine sales without prescriptions.

• Maintains restrictions on age of purchasers (18+), per-transaction quantity limits (3 grams), storage requirements, and reporting obligations for suspicious orders and unusual thefts.
