• Exempts certain intrastate private carriers of persons or property from motor vehicle marking requirements under 49 CFR 390.21.

• Clarifies that Chapter 8-2.1-24 applies to motor carriers providing intrastate transportation for compensation and establishes that Section 18 applies to both motor carriers and private carriers of persons or property.

• Removes outdated language regarding hazardous materials transportation standards that expired after June 30, 2000, and June 30, 1998.

• Establishes exemptions from federal regulations (49 CFR 395.1) for intrastate motor vehicles with gross combination weight rating of 26,001 pounds or less that are not used for for-hire transport, passenger transport of 16+ persons, or hazardous materials transport.

• Effective upon passage with an emergency declaration.
