• Changes IC 36-7-4-601 to make zoning ordinance purposes permissive rather than mandatory by replacing "shall" with "may" for legislative bodies adopting zoning ordinances.

• Allows zoning ordinances to express land use location and extent using text, diagrams, images, and form-based codes that can differentiate between neighborhoods and provide mixed uses.

• Form-based code provisions may regulate relationships between buildings, between buildings and public areas including streets, and convey community intentions regarding urban form and design.

• Effective date is July 1, 2010.
