Entitles eligible employees to 24 hours of paid leave and 16 hours of unpaid leave per 12-month period

Applies to employees who have worked at least 6 months and average at least 80% of full-time hours, excluding independent contractors

Covers employers with at least 10 employees for 20 or more weeks per year, including the state, private businesses, municipal corporations, and 501(c)(3) nonprofits

Requires 7 days advance written notice for foreseeable leave; paid leave must be taken in minimum 4-hour increments, unpaid leave in minimum 1-hour increments

Employers must post employee rights notices, and the Commissioner of Labor has authority to adopt rules and issue orders to enforce compliance
