Establishes authority for the attorney general to seize, store, protect, and destroy abandoned or at-risk health records and records containing personal information, creating a health records and personal identifying information protection trust fund funded by $5 civil penalties on disciplined healthcare providers

Eliminates the controlled substances advisory committee and transfers its responsibilities to the Indiana board of pharmacy, including automatic revocation of controlled substances permits when a physician's license is revoked

Creates a mental health counselor associate license category and a regulated occupations evaluation committee to review each regulated occupation at least every seven years

Requires insurance policies and health maintenance organization contracts to reimburse licensed athletic trainers on an equal basis with other healthcare providers for covered services, and repeals laws concerning certification of environmental health specialists and licensure of hypnotists
